Record PVC storage decision and maintenance mode requirement ... e2c9691b9e

- Media storage is decided: uploaded photos/videos/flyers live on a Kubernetes
  PVC with only metadata in the database. Notes the consequences that bite
  later — backups, ReadWriteOnce limiting replicas, and keeping uploads out of
  the container image.
- New maintenance mode requirement: a branded 503 holding page for visitors
  while admin stays reachable. Recommends a runtime flag over an env var,
  since an env var flip would need a full commit/PR/Argo-sync cycle.
